Opening the Gates of Gaza: A Strategic Plan for Voluntary Emigration
A strategic action plan published by The Reservists – Generation of Victory in March 2025, outlining a proposed framework for implementing President Trump’s declaration on voluntary emigration from Gaza. The document addresses exit routes, security screening, receiving countries, migrant assistance, financial costs, military requirements, and the plan’s potential regional and international implications.
Victory for Israel: An Action Plan at the Gates of Gaza
A strategic policy paper by The Reservists movement, published in March 2024. The document presents the movement’s background, key lessons from the October 7 attack, strategic conclusions regarding Gaza, and a five-part action plan aimed at defeating Hamas, restoring Israeli deterrence, securing the return of the hostages, and establishing long-term Israeli security.
The Plan for Implementing the Trump Declaration
This document outlines a practical framework for implementing President Trump’s declaration to open Gaza's borders for voluntary emigration. Our premise is that continuing the policy of periodic conflict with Gaza sustains Hamas’s rule and the persistent threat to Israeli citizens, whereas establishing exit routes could fundamentally alter this reality. The plan proposes the rapid development of air, sea, and land exit corridors, supported by comprehensive Israeli security screening, coordination with host nations, and personal assistance for Gazans choosing to emigrate. We view this initiative as a security, humanitarian, and geopolitical solution that will weaken Hamas, reduce Gaza as a hub of terrorism, and bolster regional stability. This represents a historic window of opportunity, and the State of Israel must act swiftly to transform the October 7 crisis into a long-term strategic turning point.
The October 7th Investigations
The document, 'The Learning and Investigation Process Following the October 7th Disaster,' provides a critical assessment of how the failures leading to the Simchat Torah 2024 disaster were investigated. Our research argues that the IDF's internal investigations failed to adequately address fundamental questions, primarily how the attack could have been identified, prevented, or mitigated. Central to our report is a sharp critique of the internal investigation process, which the authors contend was compromised and biased, ultimately undermining the public's and the troops' trust in the senior command. Our study recommends re-conducting core investigations deemed flawed and initiating inquiries into overlooked areas, including insubordination, the Coordinator of Government Activities in the Territories (COGAT), force buildup, the Military Advocate General, and the IDF Spokesperson's Unit. We conclude that the October 7th disaster must serve as a national watershed moment, necessitating a state commission of inquiry and a profound rectification process to strengthen Israel's security for generations.
Position Paper on the Military Advocate General's Corps
Our position paper on the Military Advocate General's (MAG) Corps calls for fundamental reforms to its status, authorities, and operational structure, driven by what we identify as a severe crisis of trust between the military justice system and IDF commanders and combat soldiers. The document analyzes the ongoing process of 'legalization' within the IDF, in which the MAG has shifted from an internal advisory role to a figure with profound influence over operational decision-making. At the core of the position paper is our demand to restore responsibility and authority to commanders, limit legal intervention during active combat, and simplify rules of engagement and operational orders. The document proposes a series of reforms, including subordinating the MAG to the Chief of General Staff, separating legal advisory roles from prosecution functions, reorganizing the International Law Department, and strengthening command-led investigation mechanisms. Our conclusion is that a mere change in personnel is insufficient; a swift, systemic correction is required to restore the trust of combatants, strengthen operational freedom of action, and enhance the IDF's ability to prevail in war.
The Path to Victory in the Gaza War
The research paper 'The Path to Victory in the Gaza War' presents a concept asserting that after October 7th, the policy of 'mowing the lawn' is no longer viable. Instead, a fundamental change in the reality within the Gaza Strip is required. We argue that true victory is not measured solely by temporary military achievements, but by a permanent alteration of the border and exacting a territorial price from the enemy. At the heart of the research are three central actions: taking territory, systematically clearing areas within the Strip, and returning populations only after thorough vetting, alongside enabling voluntary emigration from Gaza. We emphasize that without effective control of the territory, Hamas will rehabilitate itself, control the population, and rebuild its terror infrastructure. The research concludes that to bring quiet to the residents of the Gaza envelope and security to Israeli citizens, a transition from managing rounds of conflict and containment to a clear, permanent, and practical policy of decisive victory is necessary.
